DaFoe is humorless and weird as Geiger, while Jason Patric is cold, and there is little chemistry between Bullock and Patric. Bullock still carries the every woman appeal and humanity, but her whining is getting stale. The extravagant special effects reflect an out-of-control budget which produced an out-of-control movie with gratuitous violence. While the first SPEED had three action movies in one: the elevator, the bus and the train, SPEED II has a brief action sequence at the beginning, a long narrative in the middle and another brief action sequence as the ship is coming into shore. This movie is dead in the water.

In SPEED 2: CRUISE CONTROL, the action starts out promisingly enough with a loud, heart-pounding soundtrack and an exciting opening sequence depicting a motorcycle-truck chase sequence photographed with low camera angles. It looks like the audience will be riding an amusement park thrill ride, (which is what most big summer action films are this year), but the action slows down for a lengthy exposition on why Sandra Bullock is now with Jason Patric instead of Keanu Reeves .
Annie (Sandra Bullock) finds out that her handsome boyfriend, Alex (Jason Patric) is actually a member of the LAPD SWAT team and not just a life guard. Upset at his supposed deception, they together board a luxury liner for a romantic cruise, so that they can get to know each other better. What they don’t know is that a madman, computer programmer, bomber, named John Geiger (Willem Da Foe), is also on the boat, with his computers, bomb-laden golf clubs and his only friends: leeches who suck and clean his blood.
A cruise-ship computer programmer, Geiger has designed the computer systems on many cruise ships, but his cruise ship company fires him when they discover that he has copper poisoning from spending too much time with his computer. In revenge, he electronically commandeers the line’s best ship, The Seaborn Legend, and steals a collection of the world’s finest diamonds which coincidentally happen to be on board.
As Geiger carries out his cruel revenge as a disgruntled employee, explosions, murder and mayhem break loose. Experienced with madmen, Annie and Alex are the only hope for salvation for the terrified passengers.
Dafoe’s humorless performance as Geiger is so weird that the viewer yearns for the comparative sanity of the original madman in the first SPEED, played by Dennis Hopper. Newcomer to the series, Jason Patric, has the same cold manner of Keanu Reeves. Yet, Bullock was able to establish a chemistry with Reeves and doesn’t with Patric. One character asks the couple if they are siblings, giving a clear indication that they aren’t a sizzling duo. In this outing, Bullock still carries the every woman appeal and humanity, but her wining is getting a little stale.
Observers estimate that Fox spent between $110 million and $140 million making SPEED II. The extravagant special effects explosions and the destruction of part of an island as the ship rams it at the movie’s climax reflects the high production values. Even so, this out-of-control budget produced an out-of-control movie with gratuitous violence against star Sandra Bullock (whose head gets smashed into a boat steering wheel) and needlessly wretched excesses of murder and mayhem. While the first SPEED had three action movies in one: the elevator, the bus and the train, SPEED II has a brief action sequence at the beginning, a long narrative in the middle and another brief action sequence as the ship is coming into shore. This movie is one ride that is dead in the water.
