DOWN PERISCOPE depicts the triumph of a group of miscasts on the high seas. Staring TV’s FRASIER, Kelsey Grammer, the story shows how he helms a rust-bucket submarine into a tactical championship against certain failure. Grammer plays Tom Dodge, a maverick Lt. Commander with dreams of being captain of his own nuclear vessel. In a bogus move to destroy his chances of promotion, he is assigned as captain of a World War II diesel-powered submarine with an incompetent crew. His job is to see if he can tiptoe past America’s nuclear vessels and make an attack on an un-manned battleship at Norfolk, VA. He goes ahead using highly unusual methods in an attempt to defeat the foils of hotheaded superior officer, Rear Admiral Yancy Graham.
DOWN PERISCOPE is predictable. The theme and outcome have been seen in countless movies before. As a comedy, DOWN PERISCOPE charts the same course as other modern spoofs with elements of sexuality and downright goofy behavior. Yet, it remains winsome much to the efforts of the likeable captain and the funny supporting cast. DOWN PERISCOPE does have some foul language and some sexual situations, but the characters aren’t really rebels, but merely need a chance to prove themselves as competent seamen
